TCEA原為《中華民國海外華人研究學會》的機關刊物，2015年《中華民國海外華人研究學會》與本校《海外華人研究中心》委託Brill荷蘭國際學術出版公司進行編輯潤稿、出版與行銷，轉型為全英文的半年刊， 2020年04月被Scopus資料庫收錄。本刊也於2020年03月中旬接獲歐洲科學基金會（European Science Foundation）通知，將本刊收錄在歐洲人文社會科學研究索引（ERIH PLUS）之中，不僅確認TCEA的學術位階，也突顯僑鄉研究的重要性。

本刊以英文為主要刊登語言，積極吸引來自不同國家的論文，使其具有高度國際化水平。客座編輯教授的遴選亦著重於邀請來自不同國家、各具專業背景的教授擔任，同時匿名審查論文的教授亦廣泛來自世界各地，以確保期刊充分反映國際多元觀點，並在國際學術界建立良好的聲譽。
